⚖️ Guidance for Club Representatives on the P&D Tribunal Panel

1. Understand Your Role

  • You are not there to defend or prosecute.

  • Your responsibility is to help assess facts fairly and uphold SMCA standards.

  • Maintain neutrality at all times.

2. Prepare Before the Hearing

  • Review the incident report and any supporting documents in advance.

  • Familiarize yourself with the SMCA Code of Conduct and relevant by-laws.

  • Clarify the level of offence (Level 1, 2, or 3) and typical penalties.

3. During the Hearing

  • Listen actively and respectfully to all parties — including the reported player, umpire, witnesses, and advocates.

  • Ask clear, relevant questions to clarify facts or inconsistencies.

  • Avoid emotional reactions or personal opinions; focus strictly on conduct and evidence.

4. Deliberation and Decision-Making

  • Discuss the facts with fellow panel members, including SMCA Executive representatives.

  • Consider precedent, intent, impact, and player history.

  • Agree on a fair and proportionate outcome — such as suspension, fine, or warning.

5. Confidentiality and Conduct

  • Keep all tribunal matters confidential outside the panel.

  • Do not discuss cases with club members or on social media.

  • Represent your club with professionalism and integrity.

6. Post-Hearing Follow-Up

  • Ensure the decision is documented and signed appropriately.

  • If rostered again, reflect on prior hearings to improve process and consistency.
